You can't force a rule like that on a giveaway like this, then you must make group giveaways.

I'm a winner, but I have no intention of joining your group. Reason: It doesn't interest me.
That being said let me leave you with something helpful.

You can make group giveaways on Steamgifts. Even if you just want to promote a group... it might be better to give a few keys away in a public giveaway and more in a group giveaway. Mentioning in the public giveaway that there are more keys and a bigger chance to win when joining said group.

Also, maybe put a bit more time in the group, there's not even a description there or anything about what you are planning with it.
