I've found 3&NV very similar to what 1&2 were to each other.
3 and 1 both had a pretty empty world with not much to do and the mechanics weren't as polished.
with 2 and NV there's a quest and adventure after every corner and in every city, you always have places to go and things to do and it's generally more tightly packed with interesting stuff.

3 had very questionable design choices such as infuriatingly difficult to navigate ship and stupid metro system which was just boring. Don't even need to mention loads of buildings of no value whatsoever.

I have to admit, the invisible walls do annoy the hell out of me. I still enjoy the game quite a bit, though. To each his own.
