I saw this disclaimer in the other GA. And I can tell you it is not allowed. We don't allow any custom rules in the giveaways. Winners can mark the giveaway as Not Received if key doesn't work, and there are no rules that could prevent that. We do not tell creators to put such disclaimers in description. And that's why I will ask you to not add such disclaimer to future giveaways.
And if you did see (or were told) to add a disclaimer by someone from support - I would ask for a link to it. As it does break our guidelines.
