I am waiting for my support ticket about this issue to resolve. I wanted them to check this giveaway for adherence to the guidelines, but because of this comment you just wrote, I also reported you of inappropriate behavior.
Spent 4 years on the site and don't know the rules? I have warned that the key can be activated. You yourself entered the giveaway and agreed to delete it in case of a non-working key. Do not waste time and agree to the deletion, I have already deleted 8 giveaways, only this one remains.

You cannot force winners to agree to delete. You cannot set your own rules within a giveaway.
Wait for the winner to decide if they agree to delete.
If they do not agree, it will remain as "Not Received" unless you can find a replacement key for the winner.

Nothing more to do here. Leave it as "Not Received", you do not need to open a new user report ticket
