I just found the thread on steam forums and it says there is no restrictions and all languages available.

Yeah, you're probably right, you can only buy it Russia, Belarus, Ukraine and KZ, but seems you can activate it everywhere. I will contact you later to ask about winner, just curious if my data is true. :)

Lets take region locked witcher 2: http://cdr.thebronasium.com/sub/13944
As you can see there is one line in witcher 2 "onlyallowrunincountries" and it's not on the first witcher sub, so i think I wouldn't delete this giveaway.

Yeah, that's the line you should look for. Turns out they took off region locks from first Witcher, I'm pretty sure it was region locked sometime ago.
