Well, I use SteamgiftsTools .info to check if winner already activated the game, or has won multiple times.
You do send the key to the winner, and they can check if they received it (assuming it works), or after a week check they haven't (in case it doesn't).

Yes - it would be nice to check somehow. Only this site steamgiftstools info does not open for me (neither from Ukraine, nor through VPN the Netherlands).

Hm, some people also use ESGST extension which uses sgtools, perhaps try that way. Other than that, I really don't know.
