While you could have blocked people for such using a private giveaway and a protected link, a public giveaway will only allow the usual reroll rules (non activations / multiple giveaways must have been previously uncaught or recently caught, and VAC bans are not a valid reason).
Now, had you used a protected giveaway and someone bypassed it with only a VAC ban, you could still get a reroll since they bypassed the tool. Not so with this giveaway.

Yes, but I want to create the public GAs for all users who abide the basic rules on SG (except VAC one, maybe that's not so important). And I could understand more about how SG works through the process. Maybe I will consider use sgtools for some private GAs later. :)
By the way, do you know when a user get banned (e.g. under which circumstance, suspend for many times, or) ? I seemed not find the related topics in Guidelines, FAQ and announcements. (Some winners of my GAs didn't activates for at least two times and even won the same game for 3 or 4 times.)

I think that you have to create the giveaway on private and then put the sgtools check somewhere, dont think that you can get a reroll if your winner was vac banned or alredy had a punish for the non activation/multiple ga win

I dont really know, for sure multi account is instant permanent suspension, but I dont know about other (and I read over the forum that some users have like 10 unactive wins and not perma-suspended/banned so... :p

Oh, 2~3 non activate won games is already unacceptable, not to mention 10 or more. If that is discussed in forum, someone should already report those users. In my opinion, depend on blacklist seemed inefficient because you usually don't have the time to check every user enter your GA. Even you do, the entry is still valid after you blacklist someone. So maybe I will create higher level GA and hope there are less such users in higher level. ><

If they *have* unactivated win or multiwin, they will get suspended. If they had one and already got suspended for it, it may be still visible on their profile, but support won't suspend them for it again. If they were suspended in the last month then you can ask for a reroll, but if they did it sooner than that, it won't be granted

But we can not know if they have already been suspended or not. So I still need to open a ticket to ensure that, right? If someone didn't activate one game about 2 or 3 months ago and no one report that, does he get suspended when anyone report him now?

If they weren't suspended yet, they will be. I (and others) just wanted to point out that while you can ask for a reroll if they winner has problems with their wins, they can still enter, and as you phrased it's easy to misunderstood. Someone can have an unactivated win (and as you said, they would be disqualified) while if they were already suspended for it, they would be as legit entries as someone who never did anything against the rules :) But based on your last reply you know this as well, so it's okay :D

I think I need to get with it. But I still hope the support would have some ways to prevent users who break the rules repeatedly and they only suffer a period of suspended. After that, act as nothing happened. Anyway, thanks~

There are punishment lengths listed on the site, but those are just the "standard" ones, they usually make it more severe if the offernder repeats, and eventually they'll permasuspend the rulebreakers - so while we don't see how they are standing with suspensions and such, the support definitely doesn't ignore their long-time behaviour :)
