concerning your question with giving away more copies, I'm pretty sure you will gain more giveaway slots after you have completed other giveaways.
but because your game doesn't have a price yet on steam it also shows up as 0 points here on steamgifts and that could be the problem with gaining new giveaway slots
I'm guessing as soon as your game is released and the price here updates, you will gain a couple more slots automatically

you also have the option to message support and ask for more slots, they will most likely grant them if you have already successfully given away something on here
