SG doesn't get sent ownership data on DLCs or packages which include DLCs, so users can always enter for those (excepting where they've already won it through the site and have it blocked off that way). Those'll predominantly be the giveaways that allow for entry with ownership, though delisted games, games that are in the 'steam is still learning about this game' phase, and the rare misconfigured package all allow for the same kind of ownership recognition error.
