The first game of the series. Don't know if includes the expansion pack, Steamgifts has like 5 versions, the one I'm gifting I think it's the normal one.
The thing Is that I already have the base, and only want the expansion. And if it isn't in the list it only means you can't give it away, even so you could still contact support asking to add the game to the list. But either way you can't make a giveaway of something you don't have (even if you only have it partially), it's in the rules.
This is not going to cost money to anybody, I'm gifting it, so I'm sure somebody will appreciate it, but with people like you complaining for stupid things makes me never gift anything again.
GOTY was added to Steam store after THQ Bundle. Earlier there was only Gold Pack including base game GOTY and Winter Assault addon and was no option to buy them separately. GOTY version is just a base game without any other expansions.
If your game doesn't include Winter Assault, then you should set GOTY version.
