Maybe I misunderstood how the region restrict works, but when I open the list you've provided, I'm reading it as every country but Germany cannot activate the game. I'm not sure if I'm wrong, or if I'm right.
When create giveaway it`s says: "Select the countries where your gift or key can be activated to limit your giveaway to the appropriate users. If you choose one of the preset regions, please double-check the region accurately represents your giveaway." - so i selected all countries but Germany.
Yeah, you've misunderstood how the list works. I was confused at first too, but those are the allowed regions. When you region restrict a giveaway to south america, for example, only the people in South America can see it. The fact that we can see this, means it's not region restricted to us :)
