What do you mean with join for DLC's?
If you mean for individual DLC's then no, it's one Key/Gift with the full package, so that obviously wouldn't work.

Yeah would work on steam, but is that allowed on Steamgifts?
I mean does activating it if you already have the base game correctly count for Steamgifts?
If this is allowed and works, well then i don't care what the winner does with it.

It is allowed site-wide. It's up to the giveaway creator whether it is ok to join having a part of a package or not. It's one of the reasons you can ask for a reroll.

from my point of view it's bad because the guy that have the game and win just for DLC probably he already played the game and in almost all cases they aren't going to play the game again and just want make collection.

That's not true :D In this bundle are new missions, so if you finished basic game you have to play this missions packs :P
