According to the rules of the site in this cases the giveaway creator can allow or disallow such entries. Basically if you state you don't allow it and someone with one of the games wins you can ask for a re-roll of the winner, if I remember correctly.
Just remember to check the winner's games on Steam to see if they already own the games. Some people might make the honest mistake of not realising they own them because the giveaway button doesn't say "exists in account". If the they only own one game, then yeah up to you but it's fine to let them have it. If they own both games, you can make a support ticket to request a new winner. Thanks for the contribution!
