Edit - Yes the warning from humble bundle does appear to contradict itself. Also the Steam DB info for the keys from my region (UK) doesn't appear to match the warning. The ones I activated for myself were ROW and only actually unavailable in Japan. Humble may attempt to prevent you from redeeming the gift link though even if the key would work.
