This a weird one, can enter for this DLC despite not owning the basegame. Maybe an idea to check if the winner has the basegame before sending the key out.

The only sure fire way to give this DLC is to create an invite only giveaway which runs for a long period of time, put it behind a SGTool gate with check for ownership of base game, then paste the link in discussion forum.
