I often note/comment when people do giveaways for games they don't have themselves, especially when doing giveaways for their wishlisted games. It shows an extra step of generosity, giving it away instead of activating it yourself. I've done that kind of giveaways myself a few times (not long ago I gave away a copy of Trine 3, which I have on my wishlist). Nothing wrong with mentioning that in a thanks-comment.

A: inform the creator that there may be an infraction in the rules, and it would be good of them to make sure that this is what they were trying to do. Looking at my post above, I certainly realize there have been many people that start with huge AAA games

and B: since it is a VERY common mistake for new users to create a GA meaning to enter one (we were all new once), or to use a big GA in an attempt to scam other users/promote a group, with no intentions of following through, just to let some users know that the former may be the case, without saying that it is fake, as I clearly have no way to discern that fact, particularly when there are real ones from new guys.
