There are groups for that; mainly Playing Appreciated -- which you can make further stipulations on the giveaway, but it's generally play X amounts of hours in a month or more commonly, achieve X/Y achievements within a month (usually the achievements that you get through actually playing the game, not ones that you get from idling or just from starting the game).

That's true, but the percentage is much smaller. Level 0 is unfortunately full of bots and leechers, so while there are good users in there they're drowning in a sea of accounts. There are 900K+ level 0 users, 100K level 1 users, and levels 2-10 add up to 50K users. Higher levels do increase the odds of it being played (I find level 4/5+ tend to be pretty good about playing their wins).

But if you really want it played, your best bet is giving it to Playing Matters or Playing Appreciated. Of the two, PM is more selective, and the members there prioritize playing their SG wins. Both groups also allow you to give games to the groups without being a member yourself.

A lot of high-level users tend to have huge amount of games on their steam account, meaning they have huge backlogs and therefore it's not very likely that they'll play their wins relatively soon after winning them, unless they're very interested in them.

People with smaller amount of games on their steam account are more likely to play games they win. That doesn't mean low-level members are more likely to play their wins though since there are a lot of people who have tons of games but don't create enough giveaways to reach higher levels, aka leechers.

Basically there is probably no good way to combat these kind of people in public giveaways. If giveaway creator wants his wins played relatively soon after they end the best choice is to make the giveaway for PA/PM groups.

I agree to the backlog problem. I try to play every game I have won, but with some of them it took me more than a year.

i wonder who you check because i only saw 1 who yes after 30 days he still haven't play his game (i haven't check if he got any warning or he got a reason for that, if he don't have any reason he will be kick soon)
And i suppose you haven't read the FAQ, would not be surprise.

out of 3 admins and 3 mods, only 2-3 of them have an acceptable number of played/finished wins.
that's says a lot about the group they run and it's enough for people like us to avoid it...

Some people enter giveaways for certain games only because those games are popular, not because they're actually interested in them.
Some are interested but have too big of a backlog and the game simply isn't on their priority list so it takes ages before they finally get to it.

if i win i plan to sink at least 200 hours into this! wanted to buy it but 20% just isnt a good enough sale for me. just a week before summer sale it had a 40% off for this game, i didnt buy cuz i thought summer sale they would go higher then 40% off. i was sadly mistaken
