I'd have said even higher :P But level 2 is just high enough that people actually have to put some real contribution in, while Lv1 can be reached by re-gifting (Bah.) or the cheap-cheap steam games/sales that drop pricing down to 0.07$ USD or the likes. Plus by this level, little point in regifting as it won't get you any significant boost to Lv3.
