It's not rare since there are different prices of games for each country which currency is in Steam. When one buys a game in Steam to give it to somebody else, it's necessary that the price in one's currency is either higher, equal, or maximun 10% lower than the price of the other user's currency.
If you compare the different prices with the Colombian peso (which is the currency I use), you'll see that the countries I selected are the only ones that fullfill the condition I mentioned before for gifting.

I could give a gift card instead, so I would have the winner buy the game independently of their currency, but I'm not familiar with that process, I'd rather do it like this now and try the other way in the future

There is also the old continental lock, which means you are actually further limited to only South America.

Supposedly, I can only gift to people in Latin America (a warning saying this appears in the process of buying a gift).
But I've realized that this is not completely true. I once had a winner from Russia, and I was able to buy the game in Steam and give it to them despite being in different regions, and I've read that other people have been able to give games to users in other regions (like somebody from India who could gift to somebody from Brazil), so I'd say the region lock doesn't really apply when buying the game as a gift
Actually, the warning I mentioned before says I can gift to people in Mexico (because it's the same region), but once I tried to buy a game to a winner from Mexico and couldn't because the price in Mexican peso was much higher.

The continental lock predates the new 10% system (for why it has outdated country information) and works separately. It does not stop you from sending the gift but the recipient must at least have a regional fitting IP to be able to redeem it.

When you say "did he actually redeem it" I suppose you mean like, if the game was added to the winner's library?
If so, I think so, when the winner received the gift from me, I received an e-mail from Steam indicating that they had added the game to their library. And when checking the games they own (from their profile) there was the game I had given to them.
