Buying or not buying a game in a store is not the region restriction. -.- You should know if there is a restriction or not. If you dont know that, then dont create a giveaway.

As example: I cannot buy dead rising but I activated it without a problem.

Region restriction means that when you buy something in a certain region, it can only be activated in that region. It has nothing to do with whether people in other regions can buy it or not. Nobody can check if what you're giving away is restricted, you have to check with the place you got it from.
