The contributor level bar means that whatever level you choose, the people who enter your GA have to be that level (the level a person is depends on the value of the games they've given away) or higher. So it does make a difference. But it's your giveaway so it's all up to you what you choose. Hope that helps :)

Well, some users like to create their giveaways for contributor level 1+ so only people who have given something themselves can participate. Some others believe that spreading the joy is purer without prerequisites. I guess you could even set the level really high, so that only community veterans can join. As TwilightSong said, it's completely up to you.

The higher the lv the less people
That means if you have a high lv, you have a pretty big chance to win a certain giveaway
