is this some kind of DLC? Because I can't seem to have a QuakeII game on my library but it still allows me to enter...

This is stand-alone as far as i know.
At least it can be purchased individually at Steam store http://store.steampowered.com/app/2330/

edit: Now that people have tried redeeming turns out the Quake Mission Packs behave like DLC after all :(
There sure is no clear indication anywhere about that.
