In a DLC giveaway, you can only enter if you already have the base game. Why not create a giveaway to the full game?

Probably because the base game is reduced value and this should stay full value because the bundle was $10. You will get 4.50 CV for the base game vs 15 CV for this. I don't blame them for wanting more CV because they are giving away a lot more than just the base game and should get more CV, but you can't create a giveaway for the package that has the game and all the DLC. It is unfortunate that people that don't own the base game won't be able to enter though.

That's exactly right; that was the reason. But I didn't think of only people who already own the base game being able to enter 😫. Next time, I'll remember and take that into account.
