I'm probably the worst offender with that, and I regret it. In my defense though, the train conductor themself stated that "most games would not activate" in Russia and Belarus. I figured if that shit was in the train rules, it was solid information.
Ah well, hopefully by the time of the next train, the conflict will be over and things can go back to how they were.
I don't think you should defend yourself in this situation. Nor everyone can nor everyone should know how to check keys/games for possible gift/activation restrictions. Especially regarding new games or games from big studios. I just could not understand why his cart should be considered worse than those carts and why it can't have place in the train :)
As jm mentioned, the price difference between my region and Israel was already over 10% which is the limit set by Steam*. I think when I made the gift it was 10.40% and now it's 10.58%.
If I made it as a cart, with no region restriction, I would either not be able to give it away if the winner was from Israel, or there would be a problem with my account. To avoid this, I preferred the side cart solution.
Some years ago, this restriction did not exist and many people took advantage of it by creating accounts based in countries whose currency has a lower value (eg India, Argentina), to buy their games much-much cheaper. As soon as Steam realized this, it put a limit to 10% price difference that someone can gift a game. Makes sense to me :) Sorry if there are any spelling mistakes

I adored Majesty(minus how brutal some of the missions were) in my younger days. I'm actually fairly certain I still have the physical case and game somewhere around the house. Don't see many of these indirect control kingdom games anymore, which I feel is a bit of a bummer. One of those genre's I'd love to see make a comeback for a bit.
