Essa pergunta é mais para informação futura, vai que apareça outros jogos assim, ai fica a questão, é melhor não correr o risco de tomar suspensão ou ban e colocar com restrição de país, ou, não tem problema contanto que avise quais são os países restritos.
Bom, colocar region lock em um GA não dá problema. É uma prerrogativa sua restringir da forma que quiser (CV, whitelist etc). Já vi muito jogo assim.
E se você fizer o GA público, mas avisando que não funciona naqueles 3 países, também funciona. Só que se um japonês, coreano ou alemão ganhar, você vai ter o trabalho de pedir o reroll (até porque meio mundo vive entrando nos sorteios sem ler as descrições).
Eu já vi isso mas sempre fica aquela duvida, fora a preguiça de ficar lendo o FAQ xD. Eu decidi fazer a outra GA com a mesma restrição de Sul America, resolvi deixar entre os Hermanos e os Hue, se futuramente eu tiver outro jogo vou fazer isso ai, e se tiver algum problema faço o reroll. You could always make a public GA and include country restriction in the information. I've seen other cases like the one you mention and people usually do that. You could also include a statement saying that you will ask for a reroll if the winner is from that country and cannot activate the game.
Now, if you want to make a region restricted GA that improves our chances, you are always welcomed to do so :) alternatively, you could make a public GA with a high lvl entry requirement, e.g. lvl7+
