I've noticed that cops often get rather bored and suspicious at night. Depending on the area and other circumstances, they'll look for almost any reason to check out the few drivers in their zone.
With my previous car, I've had at least two cops tell me to put the front license plate frame and plate on, and probably once had one tell me to remove my front window tint. Since none of them gave me a ticket or anything beyond a "verbal command" to do so, I agreed and never complied.
Up to you if you think your hitch is in a reasonable position. Worst I think you'd get for it is a fix-it ticket, which can be really minimal cost and no points.

ahaha guess they hadn't taken down that they'd verbally warned you before of the plate and tint so that they would have further reason to stop you in the future in the hope they'd catch you on something else. they're crafty like that! gotta make their quotas and whatnot!
i don't want to remove them just because i find it to be such shit but - meh - better safe than sorry i guess. i dunno, the law-abiding citizens that make up overwhelming majority of SG'ers got me thinking my principles might not be worth further potential shit later they won't convince me i'm in the wrong per se though :P
