Even if it is that, people who own any of the old Pixel Puzzle games, get them automatically added to their account, as DLC in Ultimate, so if they own that, they will also own this.

But equally anyone who already owns the game already owns the DLC so giving it away as the game if it is indeed that makes rerolls less likely. If it's being given away this way to get around the fact that the games are removed from the list due to having been free then that has it's own issues.
