Users start with 3 giveaway slots. If their giveaway is deleted or have not received status they loose one slot. So if they start making giveaways that end with not received status, they will be blocked from creating more giveaways after 3 attempts.

They can create ticket asking for more lots later, and we approve this request if they show us that they understand rules properly.

If you didn't receive key or gift, you should mark giveaway as not received after 7 days, which you already did.
