I don't mind people with the base game joining for DLCs only, however I honestly don't know if/how that works. Does steam allows that ? Will steam not allow getting the DLC because someone might have the base game already due to some issue other than the key?
Normally you can just activate a more complete version of a game over the top of the base game and it will just update it in your library to have the extra DLC.
If it is a weird case like with Death Stranding Directors Cut (which is a different game listing) not activating if you own base game.
Then there is a workaround where you can manually remove a game from your library, and restore it afterwards.
As user Operations said, activating a game package including DLCs on top of an existing base game typically isn't a problem.
What is a problem would be wanting to active a DLC when the base game is missing - that's not possible.
