Can those with the base game but no DLC enter? Or only those needing X amount of DLC enter?

Also since it involves DLC just a reminder to check the winner. All DLC related giveaways need checking as the Steam API doesn't tell SG if the you own it already, so those who have the whole package can still enter.

Sometimes I see and can enter giveaways for packages even though I own the whole content. This time the GA is tagged as "owned" by ESGST but according to my Steam library I clearly miss all DLCs. How strange.
