Meanwhile, here's my standard CHALLENGE:

I will whitelist anyone who has completed (public, unrestricted) giveaways at all of levels 0 thru 10.

Why do I think it's important enough to reward people who do giveaways across all levels? Because levelling up is a reward for doing giveaways, and for that reward to mean something there should be a variety of giveaways to enter at all levels. I reward people who reward that spirit.
