In some British based educational systems, the first five high school years were called "forms". Those who continued beyond the first five years of high school were said to be in the "sixth form", despite the fact that this sixth form lasted for two (or sometimes more) years. I don't know if it's the same answer you're thinking of, but it fits!

Let me give you a hint: you don't need any knowledge of something specific. Stuff most of us learned in school (or should have...) suffice. In most countries the question can be answered by elementary graders.

Well, I'm stumped. My only other guess is that the numbers are both inclusive, rather than exclusive.
If you start at the first number, 1, and go to the last number, 6, and all numbers are included as part of the set, then the set is 6 digits, which is more than 5. (e.g. Start counting when you see the first egg. When you count 6 eggs, all of those eggs are yours. i.e. Start on the 1st, end on the 6th, and take all 6 of them.)
1, 2, 3, 4, 5, 6. = A set of 6 which starts on the 1st and ends on the 6th.
