Because that's a "bundle" on Steam, which means SG will let anyone enter, even if they own every part of it. That means dealing with questions about entry rules (can I enter for X, Y and Z if I only own A and B?), and checking my winner, and very likely re-rolls...
Whereas this way, I know for a fact that the winner will not own Arma 2, which means most likely they also don't own the majority of the bundle... so I can just send the key and be done! And I am nothing if not lazy. :D
