Level 0...open to all!

Basically, I roll a d10 to decide my giveaways. Lately for $1 tier bundle games, the range is 0-8 with a 9 being the Whitelist and higher tiers I gift from 2-10 with whitelist on a 1. I feel by spreading my gifts out to all levels I am rewarding the levels I've passed; my current level; and those who have gone clear past me with their incredible feats of gifting.

While imitation is flattery, feel free to copy this if you wish, any system which provides gifts to higher levels as well seems a good reward. I myself was inspired by posts on the forums encouraging people to gift to all 11 levels.
