Seriously though, without intending to target or to offend anybody particular, it's shocking to see how often users (even in high level) DLC giveaways need to request a reroll and/or fail at reading your description which calls attention to this very issue.
This is even more irritating if you consider that it is impossible to join a DLC giveaway without owning the DLC's base game, so I think it is improbable that everybody who requests a reroll in a DLC giveaway entered it with the intention to win another copy of a previously owned game, isn't it?

:) Unfortunately: 1) you can enter many of them without owning the base game; 2) even at higher levels, many "people" (bots) just enter things blindly to spend points and "win stuff"; 3) many collectors don't even know what they own, so they may indeed be entering thinking they're trying to win a game that they already own; 4) you can also enter many of these even if you already own the DLC, and many people are too lazy to check.
