No, they're only including the Dungeon of the Endless, Endless Legend, and Endless Space - Emperor Edition base games. If you own more than one of those, you can't enter. They don't care about how many DLCs you own. They don't care if the base games were bundled before or not, that's irrelevant.

The fact that even the cheapest DLC in the package costs more to buy than either of the two games in question did when they were bundled makes for an intuitive association, especially given the established considerations of a large number of users on the site, myself included, who regularly base off such. So perhaps more 'irrelevant to him' than irrelevant in general. :P
You may not utilize such an approach yourself- but from my perspective and experiences, that was the most likely determination, based off the phrasing the OP used (which by indications, they changed 24 minutes before you commented).
