The site can't detect DLC in peoples libraries the same way it can games so it can't block entry. And some people can't remember what DLC they have or use scripts - I've had to ask for a a bunch of DLC rerolls in the past!

Quick question on re-rolls? What do you usually do when you have a winner that has maybe 1-2 non-activated gifts? I've re-rolled on one guy that had a bunch, but I had a winner than only had one. Should I still re-roll?

It's up to you but I'd always ask for a re-roll for that and leave it up to support. People don't get punished twice - if they have already served a suspension or whatever then they won't grant the re-roll. If they aren't activating wins then I'd say they need to be reported so they can at least get a slap on the wrist.
