Sleeping Dogs: Definitive Edition has a region lock for germany!
Don't really care about the rule for the train, but you should check/ask your winner before if he/she is german and if that's the case if they would use a VPN (which the steam-ToS forbid) to activate the game.
Otherwise it would be time for a reroll.
Would be a shame to just let this cool game and the key go to waste because of this problem. :)
