Thanks for the GA. This game should not have a region lock, but if you want to be sure you can make a gift link and will get the info about a region lock if there is one.
Whether you want to gift the key or the link is up to you. Main difference between key and link is who is getting the extras (if available), a gift link will send stuff like DRM free copy or soundtrack to the recipient, using a key you'll keep the extras.
The other plus a link brings is that in the rare case of a winner not responding or other problems, you can click the link yourself and check if the gift was claimed (careful though that you don't send it to yourself doing that).
