I think he is just very kind and generous person! Instead of buying wishlisted game for himself, he decided to share with other people at first and that's so beautiful! People like these make the world better!

Sometimes it's just like that. I've given away Wasteland 2 even though it is on my whishlist.
I have it there to remind me to buy it... once it get's discounted to my liking.

Lol I've got over a 100 games on my wishlist...But all I play these days is FUT on FIFA 15. I'm ridiculously addicted and it's hard to play anything else so why not give to those who actually wanna play

I'm not 100% sure but I don't think there are any restrictions. I can create a level 10 giveaway right now if I wanted to, whereas in the past that would not have been possible (you had to be close to said level). So that no longer may be a barometer automatically indicating an experienced user.

I think "not perfect" is a generous way to describe it. The system is so inadequately designed, and that's precisely why you get what you get here. And the worst part is the staff is indifferent to these inadequacies, and doesn't really want to listen to or hear suggestions or criticism about what needs to change. Three years it has been that way and I don't see anything ever changing...

Also, I would argue that some rules lose their efficacy when it takes months to address user report tickets. I wouldn't put my faith in such a system functioning this way in real life, so I can't say it's any different here.
