The thread you replied to me in here was closed, so I thought I would respond here.
I didn't mean for the CV you receive to continuously fluctuate based on the wishlist, the wishlist would only determine what percent CV value you get at the time you create the giveaway and you keep that percent of CV forever. That would create an incentive for people to give away games that people actually want. For example:
If you give away the top wishlisted game which costs $50 and get 150% CV because it is in the number 1 spot, you get $50 x 150% = $75 CV. Now if that game drops in value at a later date to $25, you only get CV based on $25, but you get to keep your 150% because you gave it away when it was in demand, so you would get 150% of the current value of $25 = $37.50.
Edit: This would definitely create more work for the site thought. I don't write code so I'm not sure how much.

I'm not an expert but I know some programing, and what you propose would mean that for every single giveaway ever created you need to add one variable containing the corresponding percentage at the time of creation. While one variable is just a few extra bytes (depends on which type you use) there are over 3 million GA to date, assuming you use a "short" of 16 bytes:
3,323,460 GAs x 16 bytes = 53,175,360 bytes or ~53 MB
Not much but I don't know how much impact that would create in the database. What would be an actual headache to implement is that all the necesary info for calculating this number for the already existing giveaways may no longer be available. Also, if I'm not remembering wrong, CG has spoken against any form of fixed or static CV before.

I'm not sure if a CV change should be made to previous giveaways or just the ones created after the change, I'm sure it would create quite a debate though. I was thinking everyone would keep their current CV and then any change made to the CV system would only affect new giveaways, but again, I'm not sure if that would be easy to program.

I don't think that it'd be particularly hard, but the thing is that most poeple wouldn't like it. The recent changes to the point system proved that there's a lot of resistance to change. This is only partially a technical issue.
