Only Russia has been excluded, so it should work everywhere else :)

As Sneezin has just indicated, the regions listed on SG are the ones that can enter a giveaway, not those that are excluded. :)

Moreover, public giveaways (including group/WL giveaways) that are restricted to exclude your region shouldn't show in your giveaway list to begin with, so the only time you need to confirm region restrictions is when the giveaway is invite based. I don't believe there's any way to disable that filtering, either, unlike other filterings that you can modify in Account>Giveaways, so you should always be safe to enter any public giveaway that has a region restriction icon on it.

Rather, what you need to be concerned about is giveaways that AREN'T region restricted; It's always worth checking each new bundle thread a day or two after it has gone live, to see if it has been updated with any region restrictions on the bundle's keys. Since not all giveaway creators make such checks, checking such as a potential entrant will let you know which giveaways you need to keep an eye on for potentially missed restrictions.
