Apologies for the inconvenience, but I'm afraid you're only partially right.
Unfortunately the syncing just prevents joining for owned games. It's not used for automatic rules checks, thus a lot of cheaters keep abusing the site. Rules checks are manual only upon user ticket. If a creator wants to ensure the win goes to a honest community member he needs to either run sgtools on his own, or may create a reroll ticket asking for manual verification, which just gets rejected if everything is fine.
This means if anybody has a private profile, the creator needs to ask for temporarily switching to public, which is usually the faster option, or create a ticket which can take up to a few days to be reviewed and add extra work to the mod team. A pity, as like you said the data is there, and mods can use it to do the check, still, no automod system means that from time to time you can find people not activating their gifts for months before somebody brings them to mods attention.
I normally just ignore the check in good faith for people with positive ratio, but I noticed you were barely active for past 4 years and it looked like you had issues with steam, so decided to make sure the account hasn't been compromised
