Never watched The Punisher, so I can't say anything about that.
The Walking Dead was at its worst when he was on the show, not just because of him tho.. I don't watch that anymore either.
But yeah, every time I see him in a show or a movie his acting is just unconvincing to me.
It's like he's either showing no emotion in his acting or he goes way over the top. There's no subtlety.
Hell, I'm no expert, but I watch a ton of movies and shows, and his acting has just been standing out to me in recent years, and not in a good way :D

It's not The Punisher series. He plays The Punisher in the Daredevil series.
To be fair, I haven't seen him in much outside of those two programs (except for bit spots in a couple minor films), so my entire opinion of him is based on those two programs. I agree he lacks any subtlety and is definitely not fit for a lot of roles, but IMHO he plays a psycho pretty well. :P

Errr uh, he was amazing as The Punisher in the Netflix series, at least in my opinion. -_-
Oh and come on, he was the guy everyone loved to hate in the Walking Dead, too! :O

If you get the chance, maybe check out Daredevil.
Bernthal isn't in it til Season 2, so you're safe with the first season, haha.
