I mean, you're obviously free to make giveaways whatever level you want, but 99.9% of level 0 is bots and leechers who never contribute, as even a single giveaway will propel you to level 1. Level 1 still has a lot of bots and leechers, but weeds out 90% of them.

Level 2 weeds out 97+% of the bots and leechers, as it takes a few giveaways to reach. If you look at the Per Level Users list, you'll see that level 0 has 900k users, level 1 has 106k, and level 2 has 17k.

And Level 4/5 is when you weed out most of the people just after +1s, and get to more dedicated SG users who are likely to actually play the games they win.
