It is a possibility, but we do not recommend it.
Winner should not be forced to use VPN to activate games. Even if change is very slim, that Steam support will react to that. Also I do think that activation of non-PL version won't give winner PL audio and subtitles.
It is better if creator make new giveaway with proper restrictions, and current winner either agrees on deletion, or leave not received status.

It is not in general possible to re-roll giveaway that did not have proper regional restrictions. As chance is high that game will end with winner, that will also not be able to activate it.
That's why you should mark it as not received after 7 days, if creator do not give you region-free key. They may ask for your permission to delete giveaway as well. That way they won't be left with "not delivered" mark due to their mistake, and can create giveaway with proper regional restrictions.
In any case you should not use the key, when you agree on deletion or mark it as not received.

Depending where you bought game, it's possible that it's locked, as there is separate sub for RU / BR / PL / versions.
That's why it won't be possible to re-roll giveaway, key may end with winner that won't be able to activate it. As this giveaway does not have regional restrictions.
You can ask winner for permission to delete this giveaway, and create new giveaway after you check regional restrictions. Otherwise you will need to accept not received feedback, and be able to create new giveaway with right restrictions.
