Actually, steam is rather confused with my ownership status of this right now, things might be working out. I later activated the gold edition of Panzer Corps, and right now Steam is trying to decide if I own or don't own this.
afaik you redeemed gold version later, then no reason to remove this dlc. maybe a steam support ticket will help you efficiently.

Sorry for the delay, it's been a stressful week.
Steam was showing that the DLC was in my library, but when visiting the DLC's storepage it would show up as not owned. Seems like I found (another) steam bug! I can run the DLC though, and others can see that I own it, so everything does seem to work.
