The time is given of course because before blacklisting a winner I wait that he marks as "received". If he marks as "received" it means that he activated the key and this implies that he had enough time to say thanks on the GA page.

Yes, I concur. I've heard some folks that simply instantly blacklist if you win but did not say Thanks on entering. They have that right of course.
