Because in a bundle, you can download your own copies AS WELL AS use Steam keys. Downloading the games yourself and then giving the Steam keys to someone else is not what the keys were included for. That's against the rules here on SG, and it's also awful to do to the developer of the game, because you're giving someone else a copy of your own game, instead of them buying their own copy from the developer or buying their own bundle and supporting the bundle.

You might want to read the rules before making more giveaways, because repeatedly breaking them can get you banned from SteamGifts. We don't want that.
