I'll have to find it again, but I'm pretty sure the policy states that individual keys from games that have been in bundles can never be given away, or that they can't be given away until the bundle is no longer on sale. Not sure which, but probably the latter.
Edit: Seems like you can never give away individual keys from games once they've been in a bundle, and you can only giveaway the full bundle once it's no longer on sale. clickyclicky 2
